Bring back the 90s with this Graphic Art.

Start off by drawing several rectangles with your custom rectangle tool. Use the following colors: FF00EA, FFFC00 and 00FFC6 to get the 90′s feel with this color scheme.

Add a stroke to each of your rectangles: click layer > layer styles > stroke. Settings are:
Size: 3 px
Position: Outside
Blend Mode: Normal
Opacity: 100%
Fill Type: Color
Color: #A1A1A1

Now, press Filter > Distort > Wave… add in the following properties:

Repeat this to all of your other rectangles.

You can add text to compliment your 90′s style graphic. My suggestion is to use the a gray (to keep a consistant color scheme) with the font type comic sans:
